Great list -- I love the inclusion of IMPACT; great read. I'd also suggest a bit of a twist "Good to Great." While not a pure PR read, comms experts know that understanding the road map to excellence can provide great added value in strategic PR. We're seeing this firsthand as we witness the careening of the economy. Those companies that have been slow to the public podium, limited with transparency, those CEOs who put PR on low priority, etc., have lost public trust and brand goodwill and fallen off the leadership track. But truly good companies can find their way back to the positive path, so understanding the road to corporate excellence can help the PR chief manage that path to excellence and nurture the positive attributes needed to build a strong, visible and solid reputation.

You have complied an excellent list including one of the classics. It is so important to understand marketing, especially if you are a small business owner. My business requires that I interact with businesses of all sizes and some would do well to read some or all of the titles you have listed.
